What would the Taliban do?

The popular assumption is that a return of the Taliban implies a return of terrorist training camps but I don't see it. The Taliban is neither ideologically nor theologically commited to terror, quite the opposite actually. Their association with Al Qaeda and 2001 reluctance to disavow them stems from their battlefield alliance in the expulsion of the Soviets. If NATO simply leaves after such a long brutal war I can't see why the Taliban would dare a return to war given a chance to reestablish themselves in a manner inoffensive to the West.
